Notification of chemical substances and mixtures PCN/UFI/AIVIKS

Chemicals and mixtures are widely used in industry and households – this category includes home and car care products, paints, primers and other construction products, fertilisers and other materials and products. Most chemical substances and mixtures – especially if used contrary to the manufacturer’s instructions – pose a risk to health, the environment, and may even be life-threatening. For this reason, specific safety and labelling requirements apply to chemical substances and mixtures. To legally distribute such products, it is mandatory to:

  • Indicate the UFI code (unique product identifier) on the packaging.
  • Prepare and submit a notification to the Poison Control Centerres (PCN) via the ECHA system.
  • When supplying a product to the Lithuanian market, it is mandatory to report the chemical substances or mixtures manufactured, imported, placed on the market, and/or used in industrial, professional, or other economic activities during the calendar year in the AIVIKS system (IS AIVIKS database).

Other EU countries have established their own national requirements and fees for chemical substances and mixtures (chemical products) supplied to the market.

The notification of chemical substances and mixtures is an obligation that applies to manufacturers, importers, distributors, and downstream users. Once all the necessary steps have been taken, the responsible authorities will be able to properly identify which hazardous chemicals and mixtures are being placed on the market, and doctors will be able to provide appropriate assistance in the event of poisoning.

Depending on the type of product, area of use, and relevant EU and national legislation, we offer the following services:

  • UFI code generation.
  • Preparation and submission of PCN notifications to the ECHA system.
  • Submission of notifications to the IS AIVIKS system for the Lithuanian market.
  • Submission of notifications to the LVGMC system for the Latvian market.
  • Consultations on the need for notification and the division of responsibilities among supply chain participants.
  • Ensuring legal compliance with the provisions of the REACH and CLP regulations.
