Labeling of biocidal products

Biocidal products cover a wide range of 22 different types. All of these products are meant to eliminate or manage harmful organisms such as bacteria, fungi, viruses, microbes, rodents, and more. They are used in many areas, including hand and surface disinfection, swimming pool water cleaning, and animal hygiene.

Biocidal products, like all chemical mixtures, must be labeled according to EU regulations. The specific labeling rules for biocides operate on two levels. First, products must meet the requirements of the CLP Regulation (EC) No. 1272/2008, which applies to all chemical mixtures and substances. Additional labeling details are outlined in Article 69 of the BPR Regulation (EU) No. 528/2012 and can vary based on the country’s specific authorization process.

Depending on the product’s type and intended use, we offer the following labeling services:

  • We prepare and review labeling texts.
  • We evaluate if the label information complies with BPR and CLP requirements of the BPR and CLP.
  • We provide recommendations on label design, text layout, pictogram placement, and font size.
  • We prepare translations of the regulatory text into the official languages of the EU countries where the product is distributed.
  • We include the UFI code and other labeling elements in the packaging.
  • We execute multi-country projects to launch products across several EU markets simultaneously.
  • We create labeling stickers.

What to keep in mind when labeling biocidal products?

According to the requirements specified in Article 69 of Regulation (EU) No. 528/2012 (BPR), the label of a biocidal product must clearly indicate the following information:

  • The identity and concentration of each active substance in metric units.
  • Information on nanomaterials, if any, with the label “nano”.
  • The authorization certificate number.
  • Name and address of the authorisation holder.
  • Type of formulation.
  • Intended use and instructions for use.
  • Frequency of use and dosage in metric units.
  • Possible side effects and first aid measures.
  • Note on accompanying instructions (where applicable).
  • Disposal instructions and expiry date.
  • Information on hazards to the environment and humans.
  • Warnings about the time between product application and human or animal access to the treated area.
  • Where applicable, categories of authorized users and information on microorganisms in accordance with Directive 2000/54/EC.
  • In cases where a biocidal product has a dual purpose (e.g., it is also a detergent), other legal requirements may also need to be applied at the labeling stage.
