Cosmetic product safety assessment is mandatory when supplying cosmetic products in any EU country. This requirement helps to ensure that all cosmetic products are safe for human use. The safety assessment of cosmetic products also helps to prevent adverse effects of cosmetics, such as allergies, skin irritation, or even long-term toxicity.

After a thorough safety assessment, a cosmetic product safety report is prepared. It consists of two parts: a safety report containing detailed data on the composition, physical and chemical properties, use, and other information about the product, and a cosmetic product safety assessment with specific warnings, instructions for use, and other information.

Cosmetic product safety assessment: what should you pay attention to?

The safety assessment must be performed by a qualified safety assessor. Without this step, the cosmetic product cannot be legally sold in the EU, and failure to comply with the requirements may result in fines, product withdrawal from the market, and other unpleasant consequences.
When supplying cosmetic products to the EU market, it is mandatory to have a product information file (PIF). This is a comprehensive set of documents for a cosmetic product, consisting of a cosmetic product safety report, product description, description of the manufacturing method, evidence of compliance with good manufacturing practices, labelling and packaging information, evidence of declared efficacy, and other information.
When importing products from third countries, it is recommended to ensure that the product supplier can provide the documents necessary for the safety assessment of the product and that the necessary tests are carried out in reliable laboratories in accordance with EU-recognised methodologies and standards.
