Notification of cosmetic products to the CPNP

Only cosmetic products for which a responsible person (legal or natural) has been appointed in the EU, whose safety has been assessed, and which have been notified on the Cosmetic Products Notification Portal (CPNP) may be supplied to the European Union market.

Cosmetics notification is a notification in a specified form about cosmetic products supplied to the market. Under Regulation (EC) No. 1223/2009 on cosmetic products, this obligation falls on responsible persons, importers and, in some cases, distributors. The notification provides information on the composition of the product, its labelling, the responsible person and possible risks.

Notification of cosmetic products allows the product to be supplied throughout the EU without additional barriers, as the information provided becomes available to the competent authorities of all EU Member States. Additional registration at the national level is usually not required.

However, it is important to note that notifying a product on the CPNP portal is not sufficient. It is also necessary to consider other requirements set out in EU and national legislation for target markets, such as compliance with good manufacturing practices, restrictions on ingredients, and advertising compliance.

Cosmetics notification: what should you pay attention to?

If you are a distributor and are responsible for the labelling of cosmetics and the translation of label texts, you must obtain CPNP numbers for the products from your suppliers and submit a separate distributor notification on the CPNP portal.
Each cosmetic product in the European Union must have a responsible person (legal or natural) with an address registered in the EU. This person is responsible for product safety, documentation preparation, storage, and notification. Without the appointment of a responsible person, the product cannot be legally supplied to the market.
When importing cosmetic products from third countries, it is necessary to carefully assess their composition and compliance with EU requirements, as some ingredients that are permitted in third countries may be restricted or even prohibited in the EU.
When importing cosmetic products into the EU, they must be notified in advance. In cases where several companies import the same product, each of them is responsible for the notification to the CPNP. CPNP notification is not required only if the company has a written agreement on representation with another company that has assumed the role of the responsible person.
