Consultations on the regulation of home fragrances

Home fragrances are supplied to EU markets in a wide variety of forms: sticks, liquids for diffusers, gels, incense, scented candles, and other scented products not intended for use on the body. However, from an EU regulatory perspective, the entire category of home fragrances is classified as chemical mixtures. In addition to the requirements for chemical mixtures, depending on their properties and intended use, some home fragrances may also be subject to requirements for other product categories.

In addition to the requirements applicable to chemical mixtures, depending on their properties and intended use, some home fragrances may also be subject to requirements applicable to other product categories, for example, in the case of laundry perfumes, Regulation (EC) No 648/2004 on detergents must be considered. Borderline and dual-purpose products may be subject to additional consumer safety, environmental protection, and other requirements.
